2005-2006 Ventura Grand Jury Report
The 2005-2006 Ventura County Grand Jury became interested in the CalWIN project after learing of the mandate that all states must automate their welfare systems to speed up processing, provide better information on welfare assistance and to prevent fraud. The Grand Jury visited locations within the Human Services Agency and reviewed documentation and processes, attended project meetings, participated in project conference calls, attended software demonstrations as well as attending Vendor Led Training. The Grand Jury also interviewed several agency line staff after implementation to gauge their feelings about CalWIN.
The overall findings and recommendations of the Grand Jury were very positive and complementary to the staff at both the Ventura county level as well as Consortium and vendor staff in Folsom. Some conclusions included kudos for completing the project on schedule and within budget, the project was well organized and well managed, and that the CalWIN software training provided by the project team for HSA employees was adequate. Grand Jury interviews confirmed that the CalWIN software is performing as designed and has so far delivered the expected results.
The Grand Jury went on to recommend that future project teams should look to this project as an example of how to run a large project.
